Tattered fins

I have three fish in a 24g holding tank while I reboot my 50g DT. I noticed that two have tattered fins. I thought the wrasse and clownfish were not getting along but then today I noticed my watchman goby’s tail fin is tattered.

Could this be something other than aggression?

Any "lumps, bumps, or bruises" to go with the tattered fins?
