Yeah haha! This was a TCK sale too, so it happened to this exact vendor. Another vendor once was threatened to be sued in front of the NY gaming commission because they increased the amount of $5 frags each person could buy. This kind fellow gave them the option to settle for $6,000 out of court beforehand though. Very nice of them :D
