Would 0 TDS RODI water mean that tin is not present, or could tin not even show up on TDS meter?

I would imagine that it would show up but I'm not an expert on it and can't say with 100% certainty. Hopefully someone else will chime in and tell you for sure

No, you (with home Reefing equipment) cannot accurately enough measure conductivity to detect ppb levels of anything, and tin may be in uncharged forms.
