A good auto temperature compensated handheld is much better than an inline. Handhelds can be used portable so you can check your ATO storage, tap, RO only, RO/DI, between DI stages if you have multiple DI's, store bought water, your buddies water etc. Inlines are dedicated to one, two or three places and cannot be dipped in a glass or container with any level of accuracy plus they are not truly temperature compensated since they monitor air temp and not water temp which are rarely the same.
I stick a tee and ball valve everywhere I want to draw a glass of water for TDS testing such as between the RO membrane and DI filter which also can acts as a DI bypass to flush out TDS creep so it doesn't get to the Di and prematurely exhaust it.
Cost of a good ATC handheld like the HM Digital TDS-3, TDS-4TM or AP-1 is around $25-$30, same as the dual inline but a much better choice. Besides that those three handhelds also have a built in digital thermometer so serve dual purpose.
