Temp controller question

When setting up a temp controller, what do I set my heater at? I have my temp controller set at 77° but the heater still seems to be taking over and turning off according to its own thermostat. The controller reads 75° and is still sending power to the heater.
Should I turn the heat setting all the way up so the temp can reach the set point on the controller, and allow the controller to do its thing?
 
Does the heater have a thermostat on it? Adjust it to a slightly higher point than what your controller is set at and the controller will shut it off when the temp probe on the controller hits it's target.
 
I turn mine up to around 80 while my controller is set to 77

Exactly this. It creates redundancy.

If your controller gets stuck on, the heater will turn itself off.

If your heater gets stuck on, the controller will turn turn it off.
