Temperature control.

Does anyone know anyway to cool a tank quickly?
I had a 40+ degree (104 degree F) day yesterday and am expecting more soon. My tank reached 31 degrees (87.8F). Nothing seems to be affected, but I don't want it to rise that high again.
I don't have access to a chiller and I can't leave my tank lids open to blow a fan across the surface because my eel likes to explore his carpet surroundings.
I tried frozen coke bottles, but it only brought down my temp by 2 degrees and within the hour it was back up to 31.
Any help for me and my fishy friends would be much appreciated.
 
Why is your temp. so high? Is your home that hot? Without a chiller the only option is ice or cooling down the surroundings.
 
My temp was high because it was just a ridiculously hot day and I don't have air con. Indoor temperature at home was 38 degrees.
I'll just have to freeze a lot of bottles I think!
I freeze fish bags of RO water too and just cut the bag away and let the ice defrost in the tank, it's an easy top off too :)
 
Thanks for the suggestions everyone.
Unfortunately my valentini is in temperature shock I think. He's breathing rapidly and he's loosing colour and not swimming around like normal. He is normally fairly active, but now just hangs out either behind the PVC I have for my eel, or I can't find him at all.
His colour returned at feeding time this morning and he perked up a bit, but he refused to eat this arvo and is very reclusive.
My temperature is 27 and fairly stable. I want it down to 25 or 26 at the most. But I think stable at 27 is better than it fluctuating between 25 and 27 constantly.
Any suggestions to handle this?
