I have a cobalt thermometer set to 76 degrees. I noticed the temperature creeping up to 80. The heater shows a flashing light on 80 so it seems the thermostat is working but wanted to confirm if this is early sign of failure?

It seems faulty, replacing it is your best option. Generally, two independent heater controllers such as the Inkbird and two heaters will be more reliable
