It's the same test for fresh and saltwater.
it should say in the instructions. If it doesn't the cheap API will do it.

I don't know about the Hanna specifically, but normal test kits are fine.
If the water is 0 ppm TDS, it is fine. Even 0.05 ppm phosphate in it is meaningless relative to daily inputs from food, which are tens to hundreds of times higher.

I went through this same process with my tank. I will let you know now that the hannah PO4 checker will give you false readings on RODI water. I thought my RO systme was possibly adding phosphates to my tank and I ended up contacting Hannah and they informed me that the checker will not accurately test PO4 in RODI.
I've used the same rock for the last 5 years, I broke my tank down about 2.5 years ago and just sat all my rock out on the deck and it stayed there for about a year. Then when I set my current tank up a year and a half ago I started having all sorts of phosphate issues. I ended up learning about how rock can absorb/store phosphates and slowly leach them out over time. I'm sure all my rock sitting exposed through a year and a half of rain storms and whatever else caused the rocks to store a lot of phosphates over time.
As of a month ago my rocks finally stopped leaching, at least I think so. I did not want to rescape and buy all new rock so I just let the rock leach and compensated by using a lot of GFO for a year and a half and now I'm happy to report that my phosphates have dropped and I have been able to reduce my GFO amount by half and maintain 0.01-0.03ppm phosphates. My GFO never lasted more then 4 weeks and I've been on the same GFO amount for 7 weeks now and I tested yesterday at 0.02ppm.
Hopefully this isn't your issue but I figured I share my experience for a similar situation. As long as you cna eliminate all other possible sources such as over stocking or over feeding then maybe take some time to research what I just explained and hopefully you can implement a solution.
