What is a good and cheap test kit that tests for everything I need to test in a reef tank?
 
just get sailfert test kits for calcium magnesium and alkalinity for reef parameters. then just get a few kits for nutrients. nitrite nitrate and ammonia along with Ph. these are the tests you need. I like sailfert because they are comparatively cheap and high quality.

what about phosphate and calcium?
 
phosphate is also important but those are the must-haves.
 
Here is what most advance reefers will say
Salfert for Cal and Mag
Hanna for Alk and Phosphate
Red Sea Pro for Nitrate
 
I agree with Lapin except I just use an API for alk, it is just as good as any and cheap. I also use API for Nitrite, Ammonia and pH.
 
Salifert Phosphorus is one of the easiest to read, but the Red Sea for Calcium, Magnesium, but otherwise the Reef API works great.
