Testing icecap ballast

Is there a way to test the older style icecap ballast with out hooking up bulbs?

The retro fit canopy I have has the bulbs wired but they used all the same color wire, so I want to test the ballast but not sure how to? Will a volt meter work and if so what settings? I’m Volt Meter “Stupid” LoL

You wanting to know if the ballast is good or how to hook it up?
Wiring diagrams for 660’s and 440’s are probably still around somewhere. I’d bet someone still has the old wiring harness they used to sell.
