As @Water Dog stated, Totally harmless filter feeders. First glace will make you go crazy. When I clean the back side I used to scrape them off but i dont anymore.

I'd guess it's a fairly new system. These guys are some of the first oddities to show up in new tanks. Over time their numbers will reduce and one day may disappear all together.
