Could be. Either cyano or spirulina. You can do a test to figure out which...
Take a piece of the mat and put it in a cup of tank water. Add 1mL of hydrogen peroxide and let it sit. If the mat turns green and rolls up and/or the water turns pinkish purple, it is cynao. If it stays purple and doesn't seem to be bothered, it is spirulina.
You can treat cyano with hydrogen peroxide dosing. Spirulina can be treated with chemiclean.
