20 nitrates is meh to me, what are your phosphates?
Is that a low flow spot? If you have any asterinas drop them on it and see what happens.

Good question on the phosphates. I don't have a test for them right now. I had an ICP test done like a month or so ago but ill have to find the results.

The picture in the OP is in the sump so probably pretty low flow lol.

Put the rocks that were in the sump into a bucket of vinegar and water this weekend and there's still air bubbles coming up and popping lol. Definitely some heavy algae on those.

I've noticed a marked difference in the hair algae on the back wall especially this weekend. The mexican turbos and turban snails seem to be super active and doing work.
