Time out programming for Apex??

I got an apex El for Christmas this year and I'm trying to program the different Outlets. One of the things that I'm wanting to do is to be able to program an outlet for my ice cap ATO to timeout for the Apex to turn it off.

Background:

I have a 125 gallon display tank with a CPR overflow and in order for it to work I have it connected to a lifter pump...

Over the last 18 months or so I have come home to water all over my floor because the aqua lifter had clogged up or stopped working altogether. I am on my third Aqua lifter and I currently have it connected to a light switch that also controls a lamp so therefore it gets turned on of an evening when it gets dark.

There are times that I will experience up to 3-4 gallons of water evaporation so when I come home from work I hear the sucking noise of the return pump and my display tank is full of micro-bubbles.

With my new Apex is there a way to program an outlet that if it is used more than say a minute it will shut off for a few minutes then come back on if it's used for more than a minute a second time it completely shuts that outlet off and sends me a text?

If there is would someone be able to walk me through how to do that?

The Osc command will allow u to turn the outlet on or off by time but what factor is determining it coming back on/off?

Is there a command I can use to essentially turn an outlet into a timer so to speak...

If the specific outlet is used longer than 1minute apex will turn it off and send me a message.

Yes that would be the When Statement
