Tinsel 9004 bubbling over

I’ve had a tunze 9004 for around 10 months and no matter what I do to adjust air flow and position the intake grate at about a quarter inch below the water level it keeps bubbling out of the top holes. I would assume that is not desirable do to the bubbles popping causing salt creep everywhere. What am I missing here? Any advice is much appreciated.

Did you double check the air intake tube to make sure it wasn't clogged? Very common.

I double checked and it’s clear, plenty of air flow.
