The tissue on this piece of SPS is slowly dying. It is still growing from the base. Can anyone identify the problem ? All of my other pieces are doing just fine

Many different things can cause this. You will have to provide more info for anyone to even give you a ballpark idea of what it is. Lighting/flow and especially water parameters would be helpful.

I understand all of that. I am not asking what is causing this but rather does the image attached look like Necrosis or something else.

Tank params are: 1.025 sg, temp steady between 77-78, 430 cal, 9.5 Alk steady for months. 40 gal breeder with 1 mp10 for flow. Sump underneath with Eshops skimmer, dosing 2 part esv, mb7 and prodibio full reef kit 8 SPS frags, 1 birdsnest colony all doing well and growing with good color

Looks like something could be picking on it. If it's just getting worse I would frag that part off and let it grow fresh.

Cut down a little bit from the affected area into healthy coral.
