I’ve got some Caribbean base rock as well as live rock in my 30 gallon
Will my base-rock ever transform to live rock?
 
Yes, over time the bacteria from your live rock will replicate and populate your base rock turning it into live rock :)
Using chunks of live rock to turn dry rock into live is called "seeding"
Takes some time but works great :)
