To much

In my experiences yes depending in how it is built. Cleaning can be a pain if too much is crammed in there.
for bacterial population purposes.. no

Yes definately......if you have so much live rock that it impedes waterflow, the ability to clean and maintain the tank, no room for the livestock, etc. Like twilliard stated though, no, not as far as using it as a biological filter.

I'm not worried about the space it will take I just want enough rock that I don't need to use s filter as I haven't got a sump. Just hob protein skimmer and life rock

Your live rock is your biological filtration. Using a sump or not doesn't change that fact. There is no biological magic that goes on with the water in the sump just because it is in another location then your DT.

I think people have a very large misunderstanding of what sump is and what it actually does. The sump itself means nothing more then a place to house some extra water and a place to put equipment. If you throw a skimmer in it you know have some extra water with a skimmer. If you have a HOB skimmer, you now have a tank with a skimmer just not with the extra water volume.

Well a sump also houses macros
There is a large benefit to having a sump/refugium
True not needed but when it comes to nutrient export nothing can compare

Well your sump only houses macros if you fill it with macros and setup a refugium. Having a sump does not mean you have a refugium and many people setup sumps without them.

Again, it is not the sump that does anything it is what you decide to put in it that can help. So if you decide to setup a refugium, sure the refugium can help but wanting a refugium and wanting a sump is 2 different things.

Lets just say that you have too much liverock in the tank because the flow is reduced and cleaning has become a pain. How much can you remove at a time and will there be any harmful effects if I remove to many pieces or is it pretty safe?

How much you can safely remove is largely dependent upon what livestock you have in your tank. If you want to remove some, I would just a little bit slowly each week, making sure to test for ammonia/nitrites to be sure that your biological functions are still keeping up with your fish load.
