To Sump or Not to Sump?

So as I research more about setting up my tank, I realize that many people recommend a Sump. I'm about to fill my tank but if a Sump is the way to go, I can postpone it.
I have a HOB Marinelab 400 and a 38gal tank (nothing else...no skimmers...no powerheads, etc)

a. Should I build a Sump?
b. Would I benefit from a Sump considering my tank size? (I'll have fish, sand, base rock, shrimps, no reef setup)
c. Should I get a powerhead also? (If so, can you recommend a affordable one?)

Powerhead for sure. You could get a jeabo 25 or a hydor. I run hydor and like them. I had thought about getting a jaebo but just don't have the extra funds currently. I was told on a small tank like that just a powerhead moving the water around and through the rocks would work. Dont really need the hob filter but a hob skimmer would be a good thing. I have a tank this size I plan to set up like that. Possibly turn a old hob filter assembly into a refugium just to see how it does compared to my other bigger tank. Hopefully I am not to far off on my advice.

If you do 5 gal weekly water changes and add a current maker or 2. You should be good, just don't over feed

Routine water changes will work fine for you.
