Toadstool has not opened!!!

I got this toadstool form the fish shop 4-5 months ago and it hasent opened up once since I have got it.
My water parameters:
Specific Gravity: 1.028
Temp: 25.5
pH: 8.15
Alkalinity: 9
Ammonia: 0
Nitrite: 0
Nitrate: 15
Phospate: 0.26
Calcium: 360ppm

I had one do this for nearly a year. I almost tossed it on several occasions. Then one day giant 3" polyps appeared.

Everything else looks happy, so don't give up hope!

If your salinity is 1.028 I would try bringing it down to 1.025.

I find them very moody, mine close for weeks, then open for weeks. My salinity 1.025
