Toadstool Mushroom Leather budding?

I just noticed the toadstool has separated from part of its base. Might this be budding? The top appears to be very healthy.

Also it has grown and might not be a good option for my 24G tank if it keeps that up. Can it be easily removed from the rock if I decide it needs to visit the LFS?

Just frag it. No reason to remove but they can get quite large.
