My new Kole tang has these splotches that sort of come and go. This is normal for new tang? If I sit afar they sort of go away. It's just stress related

Mine has stress marks which dont look like this but it could be as they differ per fish. You said new Kole tang- How was it acclimated and for how long?
I assume you skipped quarantine?

Looking at the top dorsal fin, there appears to be damage either from netting or fighting and may be a combination of damage from purple tang or other tankmate as well as stress.

How quickly do the spots come and go?

Not that it matters for this discussion, but that's Ctenochaetus truncatus.
 
The spots can come and go very fast. The pic with less spots is a minute after I walked in the room. Pic with more spots is a min later when I'm beside glass. I drip acclimated him and there was tension between the purp and Kole when I put him in. It has died down considerably
