Too much flow?

I have a 10 gallon nano tank. It is fully cycled and has two Cindy anemones, a tomato clown, and a strawberry basslet. I have a 15 gallon filter and a power head (450-650 can’t remember). The anemones appear to like the flow, they have a general sway. But the fish never come out. Literally the only time the leave the caves is when I turn off the flow to feed or change water. Is this too much flow for my fish?
 
What style of power head is it? 450 would be on the high side for me. 650 would be too much for a little 10 gal in my opinion. Is it an ac power head? I’ve found in smaller tanks the 20-40x turn over rule of thumb gets exaggerated since there’s not a lot of room for the movement to dissipate, especially with ac power heads so I generally go for the lower end of the spectrum.
