Top off loud

Ok I just filled my tank with water and I have an overflow but behind that is just a PVC pipe and an elbow on top how do I get rid of this loud gargling noise?

Look into a standpipe.
There are many examples such as the Durso, Stockman, Hofer Gurgle Buster, Maggie Muffler, Bean Animal and many others. I have been using the Stockman I built for maybe $3 in PVC parts for 9 years now and very happy with it. The Maggie Muffler is a pre built standpipe cap that is very similar.
