Torch coral budding ?

I was always told torches don’t form new heads by “budding” but this sure looks like three heads trying to pop out because this is exactly what my hammers have done and I ended up with new heads . Is this new heads forming or something else?

Hmmm that’s initially what I thought . Funny thing is I picked up a orange hammer around thanksgiving and the owner tried telling me he wanted 150 for it - already had two full heads and he pointed to three spots and said it also Has three baby polyps ready to pop out . I looked at him and said I’ll give you 30 bucks a head and that’s being generous after you just tried to tell me those spots were new developing polyps. We both know better. He didn’t like that I called him on trying to rip me off for a basic orange hammer . Since then I do have a third bone sprouting out the side which is cool , but nevertheless I wanted to make sure I wasn’t crazy about this torch as well.
