My torch coral sometimes is nice and flowy but sometimes normally afternoon it is more receded is this a problem?

What's your light like at that time? If lights really intense, sometimes they retract to reduce surface area.

Other common thing to cause them to be retracted is flow conditions. High flow tends to have them more retracted.

Yeah I run my lights at peak 60 blues and peak 50 whites and my grye pump runs at 20% but like is almost directly at the torch. Does it look healthy? Should I move it down on the rock work?

They generally do better with indirect or low flow. They are a lagoonal species rather than a Reef crest species, so they aren't designed for high flow.

Yeah it is thank you I am a beginner and just a little worried ab my corals!

Torches can be finicky even for well established tanks. Probably not the best corals for such a new tank, but you might get lucky.
Indirect flow , medium light is ideal.

A lot of my rock was from an old tank and I also added media from old tank as well. But yes I knew that going into buying some more challenging corals. Some days it looks great and sometimes it just a little retracted like that normally in the afternoons as the lights are ramping down.

Here is a photo of the torch at about 8am this morning ab hour after lights came on looking more flowy. Will post another at around noon to see comparison throughout the day.
