Torch not opening after 3 months

I have this torch that I've got about three months ago. Ever since I got it it never had very good extension. I could never see more than maybe a millimeter of polyp come out. I've tried dipping the coral twice in koralMD dip, and I've never removed anything more than a couple feather dusters.

However today when I was dipping, I noticed the small little white hair like objects on the skeleton. Could this be a pest that is attacking the torch?

Absolutely. Scrape everything poking out as the flesh of the torch will naturally want to grow around the top and down the sides a little.
Low flow and low light.
It took my aussie gold about 2 months to fully open up. But it was a fresh frag too.
Kept it at the bottom in a cave with shaded light.

Thank you for the advice! I'll scrape it down now. I really wish the coral dip helped, but it didnt seem to do anything.

I've also adjusted its placement, per your recommendation.
