Torch tentacles stay retracted

For the past few months this torch doesnt extend past this (picture) the frammer right beside it looks great and all other corals in the tank look good as well, just this guy. He's kinda in the top 3rd of my tank, running xr15 blues and not in direct beating flow but enough where he moves pretty good. He isn't shrinking, just isn't opened like it should for several months now. Cant test parameters until Friday when my shipment of reagent comes in. Any ideas until then? I did a water change 20% of 100g Saturday. (Turned white lights up to take the picture)

If your numbers are good and stable then I suspect to much flow.

Okay thanks, so not too much light? The pic of the lighting schedule is it's peak and it stays light that for 3 hours. The frammer a few inches away has a little less flow so maybe that is the reason.

My torches stay in 200 to 250 par. But you need to check and post your current water parameters for reference.
