Torch won’t extend

Hey guys I have two torch’s and they one has been doing great and the other has been half the size it used to be , it’s been like this for over a month but all my other euphoria is doing great , not sure what could cause one to not fully extend but the other to be full.
Alk 9dkh, calcium 400ppm, nitrate .2ppm, ph 8.1, phos 0.10ppm, mag 1300ppm, temp 78
Salinity 1.025sg
Also note I have dipped and it did not help
