Torch won’t fully open

I’ve had this torch for over a month and I don’t know why it’s not so long like other torches I see.
Parameters:
.01 phosphate
440 calcium
8.2 alk
1200ppm magnesium
1.026 salinity

These guys tolerate nitrate levels as well as Phos levels that are not highly elevated. Hopefully you are using a reliable test kits as nitrate is one of the critical components of water testing, as is ammonia-ph-salinity-Calcium-alk and magnesium.

Avoiding the extremes also important. . . extreme light and extreme water flow. Too much light and they emit zooxantellae which is their Buidling blocks for color and energy. Too little light and they shrivel. Medium light is best.
Too much flow and you can literally watch their flesh tear off the skeleton. You want their tentacles waving in the current to receive food and keep sediment off of them but not waving vigorously. Upper third of tank is often a good area of tank for delivery of light and current.
Skeleton- Calcium should Not be below 385
