It will recover or deteriorate but I say recover and heal

It should recover under the right conditions.

That doesn't look bad. Provide good water parameters and not too much flow, and it should recover.

Keep an eye on the white flesh below the heads. For torches that is the canary in the coal mine. If it starts quickly receding, that is often an indicator of extreme stress or a bacterial issue.
