Torches getting brown jelly, help

Does anyone truly know what causes this brown jelly on torches? I havent had any ph, po3, nitrite, nitrate, kh, or anything change, but over the last week, ive lots three heads on three different torches. Very frustrating. I pull the affected torches out right away, and toss them. three days later another head on a different torch has it, etc.
 
I have read others having some success using cipro to stop the infection, but I want to say I also just read on here that cipro just got cracked down on by the FDA, so possibly it is no longer an option online. It may be worth browsing some posts on 'cipro and torches' or something similar on here for related advice to the same issue
 
I have used ciprofloaxin successfully to treat BJD. The source of BJD is something way off in the tank environment that causes corals stress so that their immune systems fail allowing BJD to take over. This stress could be ongoing for months as corals typically decline from the inside out as far as euphyllia go. Then one day the deterioration shows on the outside often with BJD development also.
