I've had so many problems in my 90 gallon with cyano and gha that I just want some of a fresh start. So I decided that I want to change my black sand to a lighter color and possibly replace my rock as well. Is there a safe way to do this without harming the fish or parameters? I have a few very small frags and two anemone as well.

You would have to replace the rock slowly over time but the cyano and gha will spread to those new rocks. Replacing the sand isn't a big issue. I'd do 1/2 at a time.
Agreed. If you want to do it all at once, you'll need to set up a temporary holding tank for the fish and coral
