Transitioning from 36g to 90g

So now that this is a big DIY project and I have no urgency to get this system running,

-- shoudl i rinse my ocean direct sand?
-- I want to kill all the stuff this guy had in his system, so sun bleach the sump then hydrogen peroxide whats left? Or real bleach and then use my dechlor on several rinses ( I have a dip test strip that tests for chlorine).
