Can I have some help IDing this trigger? It has some pink in the tail, and blue around the rim

Looks a lot like a Niger Trigger. They are a variety of colors and I've seen them that shade.

Should I be feeding him clams now? He’s still really small, about an inch and a half.

And any idea on how fast they grow? I plan to upgrade my tank in the next year, but I am curious as to how fast he will get to full size.

I wish I knew. The one I had, many years ago, was acquired from a fellow reefer when it had outgrown his tank.
 
How big is your tank now?
Keep him fed he'll be happy.
Clams now are fine along with anything and everything else.
Hard shelled food couple times a week to help file down his teeth.
Like most triggers but not all very inquisitive with a great personality.
I had mine as a rescue in a 65.
Went from 2 to 4 inches in a year and a half.
I sent him off to a 240 where he probably still is.
