Tropic Marin hydrometer paper slippage???

I very carefully made a batch of Randy's salinity standard and found my Tropic Marin hydrometer to be two points off. 1.0264 registers as 1.0266. Was it off from the getgo or is the paper sleeve moving around, IDK. I am going to mark the glass with a Sharpy at 1.0264.

Being off by 0.0002 in sg seems very small, and could be either the hydrometer or the solution.
