Trying my best to keep No3 low, very challenging

Without corals, I wouldn't worry too much about NO3. Saltwater fish can tolerate a wide range without any harm. Anything under 100 ppm is fine. My mixed reef runs a consistent 50 ppm and has been as high as 100 with no ill effects. Algae is the worst thing you'll deal with, and a decent amount of snails will keep that under control.
