I'd like to purchase the Tunze 3155 ATO for a tank that runs with a HOB filter and no sump. How does the Tunze 3155 work when there is no sump and there is a powerhead that constantly moves the water level?

if the sensors are set at the back of the tank with the power heads pushing away, then you'll be fine. I've actually had mine running in my sump with a circ pump blowing right at it and the sensor never tripped. i think it has to be exposed for more than a second or two. the turbulent flow never was off contact for that long.

Note: if you have the power heads set for a standing wave then that might be an issue since the level drops from side to side and will expose the sensor too long (trip it)
