I have a 45gl with approximately 14gl in a 21gl sump.
10gl weekly water change and semi hi feeding (currently reducing as P04 is at .81).
Biweekly new GFO and carbon until I can get P04 under .2

Is it normal for my collection cup to get filled daily with wet skim mate?
I have tried to let the skimmer break in for 3 weeks with air line open 100%.
The past 2 weeks I adjust the air line every 2 days and the only way I get the collection cup to go more than a day is by having the valve near shut. Water line is at the Tunze overflow and I have adjusted the height twice in the past 2 weeks.

Could high P04 be the cause or is this just how these skimmers are?
If so, I'll look for a different skimmer.

Are you adjusting water height in the skimmer or in the sump? Or both?

Newbie here but I spent a lot of time tweaking my skimmer until one day it just quit overflowing and allowed me to make fine adjustments

Theres not much room to adjust the height of the Tunze 9012 skimmer. Maybe half an inch or it will not work. I would adjust the water height by skimmer. I have a height gauge in my sump where I can raise or lower the amount of water in the chamber.

I am also fairly new to reefing. Maybe about 1.5yrs in but first time using this type of skimmer.
