Turbo start 900 questions

Dosed tank with ammonium chloride and fritz turbo start 900 yesterday. When ammonium is 0 and nitrite is 0 is it safe to add my first fish? What should nitrate be? If nitrate is still high should I do a slight water change ? Right now it’s high about 40. I’m assuming it will go down in another day or so.

Nitrates at that level won't bother most fish. That being said, I like my nitrate levels around 10-15 ish before adding new fish.
