Turf Algae and Dino Help!

I need help please. Back in December I got dinos. Started fighting it with Vibrant. It went away. Then came back. I started Vibrant again and while I was on vacation I gained turf algae. We are now in May. I got my nutrients up everything is good on that side. I still have Dinos. I still have Turf. And now I have some Cyano. How do I get rid of them?

Nitrate - Floats between 4-8
Phos .12

I stopped dosing Vibrant back in February. I now also have Chaeto growing in the sump as I took it out before starting Vibrant.

What can everyone suggest I do? When dosing Vibrant I was overdosing most of the time because in about 6 weeks I had no improvement. I have a Reefer250 tank with a tiny bioload.

Maybe go back to Vibrant? Dose what it actually says? Try Reeflux? Im on the last straw with this. Its killing me instead of the algae!
 
You sure its not diatoms? Rasing nutrients usually gets rid of dinos.
 
Its possible. They look very similar to when I 100% had dinos but this time no air bubbles trapped. I just put in phosgaurd to help that out. Im more concerned with the Turf algae
 
It could also be some sort of Cyano as the tank is not new and over a year old. They go away at night for the most part and as the lights ramp up they get worse.
