Turf Algae Outbreak - Help!

hi all,
So I'm having a turf algae outbreak and don't know how to stop it. Nitrates and phosphates are low to no. What else to do I need to look at?

I can't take all my rocks out because they are holding up the foundation of my tank.

Any dosing suggestions or inverts that will eat it would be greatly appreciated!!

I have snails, emerald crabs, hermit crabs, foxface, and a chevron tang already in there. None of them will touch it.... See pics

I'll add this solely due to our after shots, peruse the thread for ideas. The glycerine and concentrator options can work and you can do a single test spot before big jump, we cover underwater work in this thread
