Two 20g tanks. Need sump advice.

So I have two 20 gallon high tanks and want to set it up on the cheap. Originally I was just thinking a aquaclear 70 and carbon or hob fuge, but now I'm thinking I might be able to do a sump with my other 20g for a decently cheap price. What would you guys suggest for a budget?

Def do a sump,You can make one cheap,A hob filter as a Refugium is a waste of time really because it's not big enough.20 talls make good little sumps
