Two Cleaner Shrimp Fighting....Should I move on?

I added two skunk cleaner shrimp together 4 days ago. One is considerably larger than the other and often picks on the smaller one. This causes the bigger one to eat all the food and move around the rock work a lot while the smaller one is typically deeper in the rock and is not getting as much food.

My tank is 90g with two "islands" of rockwork and I introduced both shrimp to the 'left' side and neither shrimp has gone to the 'right' side of the tank. Should I move the smaller shrimp to the right side of the tank or would that be too stressful for it?

Tank has been up for about 4 weeks and I've got two Ocellaris who like to hang out on the left and one PJ cardinal who hangs out on the right side of the tank.

Are you sure there is enough food for both cleaners? There likely isn't a ton of food outside of what you are feeding in a four week old tank. I would ensure resources are plentiful (within reason so as not to run into nutrient issues) as that's usually the biggest source of stress.
 
I have been spot-feeding the shrimp and the big one eats no problem. I try and spot-feed the smaller shrimp too and its a few pellets every day. I will take your advice and make sure resources are plentiful.
