Type of algae/scum

I recently swapped over from my 65 to my new 100g tank. Did the swap all in a day and now when I look into my new sump, there's a scum mucus type stuff on the skim of the surface. Phosphates tested 14 on my phosphorus checker and all other levels are fine after a week of it being up. Snapped some pics. Any ideas??

Phosphates are 14? Oh jesus, your tank is going to be solid green in a few days
 
Ohhh, I've never used a phosphorus checker so I thought you meant 14ppm LOL

lol, thank god no. They are still a bit high with being 0.043ppm but as bad as I thought it could be. Not sure what this crap film scummy stuff is on the surface in my sump? Maybe because it's a brand new sump?
 
I would agree with salty, I had a lot of that before I pointed a powerhead at the top of the water and installed an overflow. Theres only a tiny bit now and once I get another PH I don't think it will be hanging around
