Why do people use chaeto over Ulva?
The only thing I can think of is growth rate. I feel like Ulva is more appropriate because you could feed it back to your fish.

Does Ulva have the ability to go asexual? I know one of the reason chaeto is preferred is because it cannot go sexual and nuke the tank, and if it makes it's way into the display its easy enough to remove, it doesn't root into your rock.

Everything I read said it’s like herpes for your tank. If you don’t mind it getting in your main display. It also seems to be that it is difficult to culture in a refugium.

Yep, been running Ulva in my Atlantis ATS for around 9 months now without any issues. I trim it from the screen weekly with a pair of long scissors back to within an inch or two of the screen. This stuff grows like it's on rocket fuel and so far so good with no sign of it going asexual. I know a few people here in the UK who are growing Ulva intestinalis in a sump fuge.
I regularly add it to my DT via my gourmet grazer and most of my fish eat it including my clowns, regal and multibar angels, damsels, scribbled blenny and even my cleaner wrasse eats it. The chances of it getting a hold in my tank is zero, it doesn't stand a chance in there.

My foxface loved Chaeto and my yellow tang would eat it as well. :)
