I think I would do this the Sherlock Holmes way. "Once you eliminate the impossible, whatever remains, no matter how improbable, must be the truth." Meaning at this point, I would add a power head or two, one on each side and see what happens.

Your corals may not be where you would like them, but you've won 66.666666% of the battle keeping excellent water and growing great rock.

If by "stock flow," you mean just the flow from the return, that could be an issue. Would fit with lackluster results for higher flow corals like the sps and torch you mentioned. Cyano also likes low flow.

Yes the two return pumps, I could add a powerhead as well just to see what happens , but id like to save up for a nice one for sure.
