Unidentified coral

So I was walking around a bay and I came across a bunch of these, ranging in size from about the size of a quarter to about the size of a footprint and I'm not sure exactly what they are, the texture kinda makes me think maybe some sort of leather coral but I'm not sure. The place was called the barnegat bay in New Jersey if it helps at all. If anyone could help me figure out what it is that'd be awesome haha
