I’m with you, this is an infection. You need antibiotics stat, if that fish is still alive..Hum, I'm not a disease expert but looking at this link it could be a bad bacterial infection to, picks are similar. Just a wag...don't take my word wait for the experts.

you should probably start with a freshwater dip (temp matched and aerated) for five minutes followed by whatever meds are on hand. Plus either copper or CP as often velvet or inch serves as the initial insult that causes the bacterial infection to start with.
Hope your tang can make it, but sounds like there is something pretty bad going on. Once you're done with the tang make sure to empty the tank and wipe it down thoroughly with bleach before reusing.
OP said they are regal angels, which are ok in CP.Found the chart from @melypr1985 showing that regal tangs should not be in CP. I would switch to a form of copper depending upon what you have on hand. Do you have pics of the fish that are still alive?

@psionicdragon if this is a gram negative bacterial infection, which is likely since these are newly acquired, you will want to start heavy antibiotics yesterday.
NFG is preferable. Trifecta (metroplex, Kanaplex, and Furan-2) if you don't have NFG on hand.
I did add metro on day one, but didn't have the other two on hand. I'll need to start restocking again.
