I will be moving my 20 gallon set-up to a 30 gallon tank soon and had a few questions.

1) I got some dry tonga branching dry rock, I know I need to soak it to help get the dust and other junk off but do I need to cure it or anything?
2) If I use all my live rock from the 20g but new sand will I have to worry about a cycle?
3) Should I reuse all or most of the water from the 20g or just use all new fresh SW?

You will not need to cure the dry stuff just clean and add.
If you use all of live rock from the 20 you should not experience a cycle
You should add most of the water from the 20 so you keep your parameters the same and just do a 10% water change in a week. Good Luck

Also such a small upgrade, you will be upgrading again soon I bet. lol I went from a 30 to a 75 and I still want a bigger tank.
 
lol I almost went with a 75 but I am moving for school next year and wont have time or money for a large tank.
